Billings Man Samuel N. Cooper III Charged With Multiple Counts of Sexual Intercourse With-Out Consent, Strangulation And PFMA Of Girlfriend, Jaclyn R. Keyes

Billings man Samuel Nathaniel Cooper III was charged for sexual intercourse without consent (3) counts all felonies, strangulation of PFMA (felony).
Cooper III's bond was set at $1000,000.00
According to a Court hearing, Cooper was release dependant on several conditions including that he has to be under a GPS monitoring system.   This was set in open court on August 9, 2018.  However, Cooper violated that release on August 13, 2018.   The initial case was Cr-910-2018-0001833.

According to the Billings Police Officer Schara badge #0450,  he states in his Billings Police supplement notes the following.

This is Verbatim according to Officer Schara's Police notes.  Billings Police report # 2018-00059101

" I, Officer Schara was dispatched to 2722 3rd Ave North for a Temporary Restraining Order Violation.   Upon arriving I made contact with the Comp Jaclyn Keyes.  Jaclyn informed me that she currently had an active TRO against her child's father Samuel Cooper III (Sam).  Jaclyn said that she was involved with a sex offense that occurred on 8/8/2018  (See report 18-00057541).  Jaclyn said that Samuel was released on 8/12/2018 and immediately violated the TRO.  She said that she received the first call on 8/12/2018 at 2200 hours in the morning.  Dispatch confirmed that Sam received the TRO and that he should be aware of its content.

Jaclyn said that their conversation lasted approximately (1) hour.  SHe told me that the number was restricted at this time and that she did not know that Sam was calling until she answered.  Jaclyn said that Sam was apologizing and asking for her to take him back.  She said that Sam asked her to meet in person at a park so that they could talk.  Jaclyn said that she refused to meet with Sam.

I asked Jaclyn what happened next and why she did not call the Police right away.  Jaclyn said that she waited and called her Advocate to see what to do.  She said that her advocate told her to call the initial Officer on her sex offense case.  Jaclyn called the Police in the morning and was given Officer Anderson's voicemail.  Jaclyn said that throughout the day Sam called her multiple times but that she only answered three of them.  The second time that Sam called was at 1200 hours and the third was at 1220 hours.  Jaclyn told me that she only spoke with Sam for a few moments these two time.  She said that Sam asked her not to contact the Police and wanted to meet again.  Jaclyn told me that Sam mentioned looking for her in person downtown saying that he could not find her vehicle or her to talk.

I asked Jaclyn if Sam ever threatened her on the phone.  Jaclyn said that he did not but did try three-way calling with some mutual friends for some reason.  Jaclyn said that Sam was not aware of her calling the Police and that she would like to keep it that way.  Jaclyn said that she was scared that if he found out she called the Police he may be more upset with her and that he had not got his monitor placed on his ankle yet.  Jaclyn provided a text which was believed to be from Sam through his friend Bobby's phone  The text discussed his other daughter (******) requesting that Jaclyn at least talk to her.

While on the scene with Jaclyn the phone rang two more separate times under restricted number.  This upset Jaclyn who began to cry in front of me.  These calls were not answered do to being in the middle of a recorded statement with Jaclyn.  I took multiple photos of Jaclyn's call log and text that she received.  These photos along with Jaclyn's statement were submitted with the case.  A warrant for a TRO violation will be submitted for further review to the City Attorney."

A TRO was actually filed by Jaclyn R. Keyes case number CV-910-2018-0003892-OP

In the TRO request that Jaclyn R. Keyes filed against Samual Cooper III. 

 

Jaclyn R. Keyes stated,  "January  1st Sam raped me and threatened me with CPS to take out son.  I filed a restraining order in Sept 2017 because Sam threatened to end my life.

Sam hit me repeatedly and raped me, he choked me trying to kill me.  I am afraid that he will try to kill me again..   Sam raped and hurt me in my house and in my bedroom, I tried to leave and he kept hitting me till I was back in my room.  He hit me on to the ground, then continued to kick me in the ribs and back and hear. 
I have bruises all over my body, head, bite marks, black eye, and cuts from forced entry, bruising on my vagina because of the rape.  I attached the Dr. notes to all my injuries and the police have the rape kit and photos."

In the TRO, Jaclyn  R. Keyes claimed that she was assaulted with a deadly weapon and stated that Sam's firearm is in his house at 2511 12th Ave North #1  but nowhere did she state this in her interview with Billings Police Officer  Nathanial Schara Badge#405 this tidbit of information she conveniently left out.    Why?

In the TRO, Jaclyn R. Keyes claimed that Sam Cooper III brought out a gun at  ******'s birthday party on July 15, 2018. but does not state how he threatened her or  anyone else for that matter.  Yet Jaclyn R. Keyes check marked the box that says, " Respondent used or threatened me with firearms."  Was the gun threat made up?
