Lodge-Grass man Richard Timothy Javis arrested and charged with Criminal Child Endangerment and driving on suspended or revoked drivers license.On August 12, 2018, Billings Police Officers Ray Steiber and Sergeant Harley Cagle were dispatched to the area of North 14th Street and 4th Ave North of Billings.Both Officers were dispatched to the area for a possible drunk driver. The complainant stated, there was a male that appeared to be passed out behind the steering wheel of a vehicle with a child in the backseat.Officer's Ray Steiber and Sergeant Harley Cagle arrived on the scene. Both Officers observed an infant in the back seat with a male driver who appeared to be passed out behind the steering wheel.Jarvis had his foot on the brake of the vehicle while passed out drooling from his mouth.The vehicle was in drive and the engine was running.One of the Officers removed the infant that was newly born and appeared to be only a few months old. The infant according to the Billings Police Department was born in May of 2018.Officers tried to awake Jarvis. Javis appeared to be confused.Jarvis had difficulty in standing and had bloodshot watery eyes. According to Billings Police Officer Steiber, Jarvis smelled of alcohol and Javis appeared to be confused and dazed.Richard Jarvis has had a previous criminal history of DUI's. According to a court records search performed by the Montana News Investigative reporter, Jarvis had been arrested and convicted in 2006 and in 2010 for DUI.Jarvis had his driving privileges revoked and suspended. Jarvis was taken to the jail without further incident
