Billings, Montana--//MNA Press//-- Billings man Thomas Ray Saito was arrested and charged with criminal possession of dangerous drugs (2) counts and Criminal possession of drug paraphernalia (1) count.
June 1, 2018 observed a male that appeared to be slumped over in the driver's seat and had a dazed look on his face.
Trooper Kirk Robbins made contact with the driver, Thomas Ray Saito.
Thomas Saito was dazed and his eyes were extremely bloodshot according to Trooper Robbins.
Trapper Robbins preformed a pat down search for any weapons, but found none.
Trapper Robbins did find hard objects that were in his pocket. Trooper Robbins believed that those items might be a drug paraphernalia Trooper Robbins wanted to remove the items, but Thomas Ray Saito told him not to, so Trooper Robbins refrained at this time.
At the YDCF center, detention Officers conducted a routine search of Saito's pockets and person. Detention staff were able to locate two small rubber containers and a plastic vial, which had Meth in it and a wood container with marijuana inside of it.
As the search continued, a glass pipe was located. Saito admitted to the jail staff that there was Meth inside of the paraphernalia.
According to Thomas Ray Saito, he stated to jail staff that he had ingested Meth just a few hours ago. Michael Ellinghouse is the deputy County Attorney that will be prosecuting Saito. MPH-Trooper report #is MPH18CADo72213 and the docket 3 CR2018-1317
