Billings woman, Memory Ann Spencer was arrested and charged with criminal possession of dangerous drugs. (felony 3 counts and 1count of criminal possession of drug paraphernalia)
Billings police were dispatched to the parking lot of the High Horse Saloon located at 3953 Montana Ave.
As officers arrived, the driver of a vehicle in the parking lot was Memory Ann Spencer, who recently had reported that her vehicle had been stolen, but had gotten it back according to Officer Rockwell.
In the passenger seats, were two males identified as Russell Becker and Aron Dolan.
Billings Police searched Dolan for weapons, but none were located on him and he had no warrants for his arrest, so the officers released Dolan.
Becker was then removed from the passenger seat of the vehicle next and he was detained in handcuffs.
Billings Police officers observed two knifes that he was sitting on as well as a baseball bat that was next to his left leg. It is not a crime to have knifes in your possession nor is it a crime to have a baseball bat in your possession.
Instead, Officer Kathy Brown while searching Becker’s person, located during a pat search a marijuana pipe in Becker’s front pocket. Becker was arrested and taken to the Yellowstone County Detention Center.
Billings Police Officer’s Brown and Rockwell conducted a search of Spencer’s car and located (1) white pill, tar like substance, white crystal substance, a glass pipe, a multi-colored marihuana pipe and many baggies of syringes, multiple lighters and multiple knives.
Heroin was located between the center console and the passenger seat. The other drugs tested positive for Heroin, Meth and Hydromorphone all of which are considered schedule 1 & 2 dangerous drugs. Spencer was arrested with out incident.
