Billings man Dano-Koo Jason Hoaglen was arrested and charged with Possession of Dangerous Drugs and Criminal Possession of Drug Paraphernalia on Nov 7, 2016.
According to a Court hearing, Hoaglen was in the vicinity of Parkhill and Shiloh Road.
Billings Police Officer Donovan responded to the disturbance call. The called stated to dispatch that the suspect was wearing an orange shirt and walking eastbound on Grand Ave near the 3800 block.
Once Office Donovan arrived to that area he was able to identify the suspect as Dano-Koo Jason Hoaglen. Officer Donovan pulled his patrol car over to wear Hoaglen was walking, flipped on his lights, got out of his patrol car and informed Hoaglen that he needed to pat down Hoaglen for his own (Officer Donovan’s ) safety. Hoaglen immediately told the Billings Police Officer that he had a pipe in his pocket.
Officer Donovan first was looking for any weapons on Hoaglen and informed Hoaglen of this, and then Officer Donovan asked Hoaglen if he could remove the pipe from the pocket of Hoaglen, of which Hoaglen agreed that the officer could reach in and remove the pipe from his pocket.
During an NCIC check of Hoaglen, Billings Police Officer discovered that Hoaglen had an active warrant for his arrest, so Officer Donovan detained the Hoaglen and remanded him to the Yellowstone County Jail.
Once at the jail Booking Clerk, Jergens, found a plastic bag containing Marijuana in the amount of 89 grams.
