City Of Minot To Hire New City Manager

Minot N.D --- After two months of searching for a new City Manager, a mayoral appointed search panel has made its selection. Mr. Thomas Barry, current Public Works Director with Meridian, Idaho, has accepted the formal offer from the city to be the next City Manager. The recommendation of Mr. Barry must be approved by City Council at a special meeting on October 21st at noon in City Hall. Pending approval, Mr. Barry will begin on December 12th, 2016.

“It was a long process, but we knew it would be,” says City of Minot Mayor, Chuck Barney. “We knew what qualities we wanted and weren’t going to stop until we could find the perfect fit. I believe we did that with Mr. Barry.”


Mr. Barry has been the Director of Public Works for Meridian, Idaho (population 93,000) since 2008. There he received numerous awards and accolades for his leadership and accomplishments.

  • "Leader of the Year" by the Meridian Mayor and Senior Executive Team for outstanding leadership in Public Works, .American Public Works Association, 2016.

  • "Community Leadership Award" for extraordinary achievement in developing transformational ideas and leading innovative solutions to the Community's challenges, City of Meridian, ID, 2014

  • "Director of the Year" by the Meridian City Council for outstanding leadership and departmental accomplishments, City of Meridian, Idaho, 2013

Prior to that he worked in other cities of equal or greater size to the City of Minot:

  • Engineering and Operations Manager, City of Redmond, WA (population 58,000) 2001-2008

  • Public Works Programs Administrator, City of Bellevue, WA (population 110,000) 1999-2001


Mr. Barry’s educational background aligned well with the qualifications the panel deemed necessary for the next City Manager. His previous education includes:

  • Master of Public Administration: City University, Bellevue, Washington

  • Master of Business Administration: City University, Bellevue, Washington

  • Master of Science: Auburn University, Auburn, Alabama

  • Bachelor of Science: East Carolina University, Greenville, North Carolina


The City of Minot contracted with The Prothman Company, a recruitment firm to help find suitable candidates. Interviews of the three finalist were conducted on October 7, 2016, by a panel appointed by Mayor, Chuck Barney. The search panel was made up of citizens, staff and Aldermen.
